1. Tema Oil Refinery (TOR) Ltd. intends to have a Transactional Advisory Consultant to advise on its plan to rehabilitate, operationalise and optimise its revenue generating assets (Processing Plants and Terminal). The objective of the Consulting Service is to undertake a transactional advisory role to get the refinery in an operational state (in phases), with the immediate priority being the immediate or fast-track approach for rehabilitation and operation of the Crude Distillation Unit (CDU).
2. The company now invites tenders for Transactional Advisory Services for the rehabilitation, operationalisation and optimisation of the Processing Plants and Terminal of TOR.The selected Transactional Advisor shall be required to provide amongst others services as stated in the Request for proposal.
3. The Procurement Process will be conducted through national competitive tendering using the RFP in accordance with the Public Procurement Act, (Act 663) as amended and the
Procurement Policy of Tema Oil Refinery.
4. Interested parties shall submit their Expression of Interest and obtain further information on the Scope of Services from the office of the General Manager (Technical Services), Tema Oil Refinery during office hours between 08.00a.m and 3.30p.m at the address marked “A” given below from May 13, 2024, to May 16, 2024.

5. Proposals must be delivered to the address below on or before 11.00hrs GMT on June 7th, 2024. Electronic proposals Will Not be permitted. Late proposals shall be rejected. The
outer proposal envelopes shall be marked “ORIGINAL PROPOSAL”, and the inner envelopes shall be marked “TECHNICAL PART” and “FINANCIAL PART” respectively. These documents will be publicly opened in the presence of the Tenderers’ designated representatives and anyone who chooses to attend at the address marked “B”
below.
