Refining crude oil to produce refined petroleum products is TOR’s primary commercial activity. Through pipelines with varying diameters connected to an oil jetty at the Port of Tema, crude oil is imported and received by the refinery.
Downstream
As a downstream oil and gas Refinery, we are responsible for refining crude oil and transforming it into petroleum products that are ready for consumption.
The Refinery processing plant is made up of the primary crude distillation unit (CDU) with Naphtha hydrotreating and premium forming (PRF) unit. The secondary conversion Residue Fluid Catalytic Cracking (RFCC) unit and both plants are supported by a utilities station which includes steam, power, water and compressed air system.
TOR uses simple distillation to separate crude oil into fraction of various products at its Primary Unit, the Hydroskimming Section or Crude Distillation Unit (CDU). Residue from the CDU is further processed into valuable products such as LPG, Gasoline (94 RON) and Crack Fuel Oil using zeolite catalyst at the Residual Fuel Catalytic Cracking unit; it’s secondary plant. This is done with a secured, efficient, and environmentally friendly method.
Doing business at tor
The terminal business consists mainly of LPG trading, product swaps and transfers, storage, etc. At the Tema port’s jetty, TOR and Ghana Port Mooring Services run an offshore mooring facility that is primarily used for cargo loading and unloading. This facility includes single point mooring (SPM) and conventional buoy mooring (CBM).
While the CBM is primarily utilized for white goods, the SPM is used mainly for receiving crude oil. The size of vessels that can call at the oil jetty is restricted due to its 9.6-meter draft which was constructed in 1963. The SPM and CBM, which have respective draft sizes of 17 and 12 meters, are used to discharge cargo from larger vessels.
Petroleum products are transported to and from the oil jetty via five pipelines. These are the following pipelines: the 10″ pipeline for Jet AI and naphtha (heavy gasoline), the 18″ pipeline for diesel or residual fuel oil, the 14″ pipeline for gasoline or diesel, and the 6″ pipeline for liquefied petroleum gas. The 24″ pipeline is used for transporting crude oil.
Additionally, TOR’s enclave contains interconnecting pipelines that connect to all the major oil depots.
An agreement is signed with TOR regarding the marketing, sales, and trading of petroleum products when a client requests that TOR offer extra services, such as helping to market and trade the client’s (including non-BDC) petroleum products that are stored in TOR’s facility for exportation to the Ghanaian market. The relationship between TOR and the client will be that of a Principal and Agent.

Our Business
Done by the Refinery’s Quality Control department, TOR certifies and recertifies third party products transferred into the refinery’s storage tank.
TOR has the advantage of having the largest petroleum storage, which allows it to store large quantities Crude Oil, LPG, Condensate, Naphtha, Gasoline Premix, Kerosene, ATK, Gasoil, and Fuel Oil.
Offer loading rack services to the Bulk Distribution Companies (BDCs) that store their imported products in the Refinery’s storage tanks for onward sale to the Oil Marketing Companies (OMCs).
Perform a wide range of engineering services, such as replacing and maintaining valves.
Additionally, the Refinery performs comprehensive maintenance tasks.
TOR is better placed to offer commercial training to industry workers who are employed both upstream and downstream. To date, the Refinery has trained roughly 40 MODEC personnel and 50 NPA personnel.
What We Produce
The main constituents of LPG produced by the Tema Oil Refinery are Propane and Butane. LPG is environmentally friendly and finds use as domestic, commercial, and industrial fuel. TOR has the capacity to produce LPG of about 3510bbl/day that meets about 35.1% of the nation’s daily consumption of approximately 1000bbl/day.
This product is mainly produced for motor vehicles with internal combustion engines. TOR currently supplies single grade gasoline using anti-knock additives Methyl Cyclopentadienyl Manganese Tricarbonyl (MMT) as octane enhancer. Unleaded gasoline mainly from Europe is imported to supplement production at TOR.
This is petroleum distillate used mainly for illumination in wick-fed lamps, for cooking in stoves and pressure burners. It is a very useful fuel for rural communities.
It is a special grade of kerosene with stringent specifications and is suitable for use in aircraft engines.
This is also petroleum distillate. It is commonly referred to as diesel oil and suitable for high-speed diesel engines. Gas oil produced at the Tema Oil Refinery normally contains about 0.15wt% sulphur and has a viscosity range of 2.5 centistokes.
The refinery produces a purpose-made fuel known as premix for fisher folks who use outboard motors. It is a blend of Marine Mix lubricants and gasoline in the ratio 1:29. Premix is suitable for two-stroke engines.
Cracked fuels are a blend of Light Cycle Oil, Heavy Cycle Oil and Clarified Oil produced from the Residue Fluid Catalytic Cracking Unit. These are blended in varying ratios to produce inland diesel oil and inland fuel oil. The inland fuel oil is used mainly for low and medium speed diesel engines.
