The Tema Oil Refinery (TOR) Ltd. invites firm proposals addressing technical, financial and commercial aspects from interested and potential companies for the following tenders:
These projects aim to enhance the refinery’s operations and contribute to its overall success.
The procurement process will adhere to the Public Procurement Act, 2003 (Act 663) as amended and TOR’s Procurement Policy and conducted through national competitive tendering using the RFP method.
Submission of Expression of Interest (EoI):
Interested parties must submit their Expression of Interest and can obtain additional information on the Scope of Services from the Office of the General Manager (Technical Services) at Tema Oil Refinery between 8:00 am and 3:30p.m at the address given below from July 16 2024, to July 22,2024.

Proposals must be delivered to the address below no later than 11:00 hrs GMT on August 5, 2024. Electronic proposals ARE NOT ALLOWED. Proposals sent after the deadline will be rejected. The outer envelope should be labeled “ORIGINAL PROPOSAL”, with inner envelopes marked “TECHNICAL PART” and “FINANCIAL PART” respectively. Proposals will be publicly opened at 11.00hrs GMT on August 5, 2024 in the presence of proposers’ representatives and anyone who wishes to attend at the address listed below:
