Health, Safety, Security & Environment

Health Services

Health Services is responsible for the general, occupational health issues and Health education of all employees, their dependents, and retirees.

It ensures the:

  • Maintenance of a healthful work environment.
  • Elimination of health risks, periodic inspections of all facilities to identify and eliminate health risk.
  • Pre-placement of medical biennial general medical examination for all staff to determine whether employees’ health is compatible with the assignment and to determine any evidence of ill health.
  • Diagnosis and treatment of both occupational and non-occupational health and diseases
  • Monitoring of chronic diseases eg. Hepatitis B
  • Quarterly health talk
  • Pre-employment medical examination

Safety

The safety department has three organizations, namely process safety, personal safety, and emergency response organizations. 

The process safety organization is responsible for facilitating and promoting safety management arrangement that will prevent or limit the consequences of major accident events such as loss of containment of highly hazardous chemicals and fire/explosion incidents.

The personal safety organization deals with the risk of slips, trips, falls, chemical, biological, and physical hazards in the workplace that may result in personal injuries.

The emergency response organization is responsible for the inspection, testing, and maintenance of emergency response equipment such as fire pumps, fire tenders, hydrants, fire extinguishers, etc. They are also responsible for deploying fire protection equipment in the event of fire and explosion emergencies. 

In summary, the Safety Department is responsible for process and personal safety management systems.  It ensures that there are zero industrial accidents and prevent all incidents of personal injuries as well as damage to plant installations through fires, explosions, chemical and toxic gas releases and losses to our business and that of our neighbours.

Environment

The main activities of the department are to:

  • Identify and manage environmental hazards
  • Ensure good housekeeping
  • Develop operating procedures for environmental aspects of refinery operations
  • Submit environmental reports to Environmental Protection Agency
  • Manage spent catalyst disposal, oily sludge treatment, sour wastewater treatment, obsolete chemicals disposal and non-hazardous waste
  • Plan and implement oil spill prevention and response programmes
  • Monitor air emissions, effluent discharges, ambient air and noise
  • Monitor operational status of pollution control hardware

Conduct environmental impact assessment of new projects

Security Services

The Security services department is mandated to ensure the security of life and property of the Refinery. This is achieved by carrying out the following activities:

 

Manning of observation posts and Conducting Patrols
  • Deters intruders from entering TOR premises
  • Detects intruders and raise alarm for their apprehension.
  • Observe and report all illegal activities within the refinery and along the fence wall and pipelines.
  • Put on security lights and report any unserviceable security lights.
  • Approach and interrogate any person found in the bonded area who is not accompanied by TOR staff.

 

 Manning of Gates
  • Ensures all TOR staff entering the refinery are identified.
  • Does not allow any TOR staff without authorized permission to leave the refinery during working hours.
  • Ensures TOR vehicles leaving the refinery are authorized and well documented.
  • Conducts searches to prevent unauthorized items from leaving or entering the refinery.
  • Assists visitors
  • Check the validity of insurance, roadworthy certificate, and the NPA sticker on the BRVs before allowing them to go to the gantry for loading.
  • BRVs are searched for containers that can be used to collect petroleum products. Any such containers found are confiscated for destruction.
  • Only diesel vehicles fitted with flame arrestors are allowed entry into the bonded area. No petrol vehicle is allowed into the bonded area.
  • Ensures that goods and items leaving/entering the refinery are properly documented in the appropriate books and signed
  • The compartments of exiting condensate/marine mix BRVs are inspected to ensure it does not contain any product after discharge
  • Inspect and log the collection order of BRVs entering the bonded area for loading.
  • After loading, the waybill is inspected to ensure it corresponds with details in the collection order and duly signed by appropriate authorizing signatories.

 

Access Control
  • Security issues entry permits to visitors authorized to go to the bonded area and ensures only those with entry permits are granted entry to the bonded area.
  • Security ensures third-party staff going into the bonded area are accompanied by personnel from the responsible department.
  • Ensure visitors going into the bonded area are in their proper PPEs.
  • Collect phones from visitors going into the bonded area and let them sign the phone declaration form.

 

Investigative Roles
  • Investigate cases jointly with the Civil Police.
  • Investigate internal cases.
  • Gather facts for management briefing
  • Assist the arresting officer in producing statements that will contain facts relevant for prosecution in court.
  • Open files on all cases to enhance accurate record keeping.
  • Act as the exhibit custodian.

Insurance Department

The Office ensures that adequate insurance coverage is provided for all insurable risks at the refinery.
